UK Local Authorities Plan to Sell Off Social Clubs and Leisure Facilities to Balance Books

According to a new survey of municipal councils, UK councils are planning to sell community centers, athletic facilities, and shopping arcades as they bet on a rapid disposal of properties to stabilize finances.

Growing Fiscal Pressures Drive Asset Sales

The Key Cities Group representing second-tier cities in England stated that six out of ten of local authorities are intending to sell assets to meet the escalating costs of adult and children’s social care.

Local governments have in the past come under fire for disposing of public land and land to support their budgets, but they argue they must continue to generate essential revenue from property disposals or face insolvency.

The group noted that a high proportion of authorities seeking to generate funds from a quick sale of assets represented “a clear change from 2024, when the largest share (six in ten) of local leaders stated they would focus on restructuring services and using financial reserves to weather growing fiscal pressures.”

Specific Cases of Planned Sales

One local authority in southeast England announced its asset disposal plan featured the disposal of a retail complex in a local town and a community venue in Rochester to generate 20 million pounds over the next half-decade.

  • A local golf course and commercial properties owned in Worcestershire and Suffolk, which all provide rental income for Medway council, will additionally be sold under the strategy.

Council Tax Rises and Wider Financial Pressures

The survey of councils in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of authorities will need to raise local levies next April to cover the rising cost of essential services, increased rates of housing insecurity, and a longstanding housing shortage.

Medway council explained it will press ahead with property disposals after steep rises in the cost of youth support, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.

“We are taking innovative approaches but some of these take time to achieve both better provisions and financial savings,” stated Vince Maple.

He continued: “We face population challenges which will continue to increase the strains we have. As a local government body, we had a 91% cut in our central funding from over the past decade, which is extremely difficult.”

National Patterns and Forecasts

Research of regional authorities recently also found local finances being strained by the growing number of children and adults requiring special educational assistance.

A network of councils said that local shortfalls will hit £4.4bn a year by the end of the decade, as they struggle to manage rising needs.

Government officials have delayed planned reforms to the Send system until the coming year after a white paper setting out those reforms has been postponed.

Disadvantage and Financial Gaps

Based on the most recent deprivation measures (IMD) covering UK local authorities, many participating urban areas were among the most disadvantaged in the country.

  • “Member cities like several major towns place in the top 30 nationally under the latest IMD measures,” said the report.

“While only a single urban area is among the top 10 for disadvantaged communities countrywide, cities are much more prone to be in the worst-off 20% of the nation. The figures underscores the extent of difficulties confronting municipal officials across key cities in the coming year,” the report added.

“Local government leaders have been explicit about the necessity for a equitable and lasting financial structure that accounts for and responds to the real levels of deprivation and demand,” stated a council leader.

“Lacking this, local authorities will persist to face impossible choices around which vital provisions to fund, and which to cut, to the disadvantage of their residents.”

A fifth of local authorities have cut or compromised care services in the past 12 months, the study found.
